New and emerging online technologies have begun to create consumer choice in the delivery of video content, challenging television as the primary mode of commercial video distribution. Services such as Hulu, Netflix, Boxee, and YouTube are giving people the opportunity to decide how and when they view programs of their choosing.

The infancy of these technologies also means that their future is still unclear. Already, cable companies have caused concern by deciding to slow down or block certain online technologies and services, and by tying online access to programs to a cable television subscription. Such practices have raised questions about whether these technologies and models will have the chance to flourish and compete. MAP's first forum will discuss these concerns, as well as the implications of proposed policy solutions to address them.
