On April 7, 2011, the Federal Communications Commission adopted a Notice of Inquiry (NOI) seeking public comment on ways to further strengthen the reliability and resiliency of America's communications networks.

Framework for Next Generation 911 Deployment -- NOI

The Notice of Inquiry (NOI) initiates a comprehensive proceeding to address how Next Generation 911 (NG911) can enable the public to obtain emergency assistance by means of advanced communications technologies beyond traditional voice-centric devices. The NOI seeks to gain a better understanding of how the gap between the capabilities of modern networks and devices and today’s 911 system can be bridged and seeks comment on how to further the transition to IP-based communications capabilities for emergency communications and NG911.
Submit comments on or before February 28, 2011. Submit reply comments March 14, 2011.

Promoting Competition for Public Safety Communications Technologies

On August 19, the Federal Communications Commission released a Public Notice seeking input on increasing public safety interoperability by promoting competition for public safety communications technologies. Interested parties may file comments on or before September 20, 2010, and reply comments on or before October 18, 2010.

Cybersecurity Roadmap

The Federal Communications Commission's Public Safety and Homeland Security Bureau seeks public comment on the creation of a Cybersecurity Roadmap to identify vulnerabilities to communications networks or end-users and to develop countermeasures and solutions in preparation for, and response to, cyber threats and attacks in coordination with federal partners. Anticipate completion of the Cybersecurity Roadmap by November 2010.

Survivability of America's Broadband Infrastructure

On April 21, 2010, the Federal Communications Commission launched an inquiry on the ability of existing broadband networks to withstand significant damage or severe overloads as a result of natural disasters, terrorist attacks, pandemics or other major public emergencies.

Cyber Security Certification Program

On April 21, 2010, the Federal Communications Commission adopted a Notice of Inquiry (NOI) that seeks public comment on the proposed creation of a new voluntary cyber security certification program that would encourage communications service providers to implement a full range of cyber security best practices. This National broadband Plan recommendation serves as a first step to implementing a comprehensive roadmap to help counter cyber attacks and better protect America's communications infrastructure.
