FCC Majority Backs Packaging Indecency Complaints at Commission Level

An apparent majority of FCC commissioners believes packaging indecency complaints before the full Commission, rather than having the Enforcement Bureau handling individual complaints, would help eliminate the backlog of complaints and provide clarity. Ruling case by case could create confusion as to how the FCC rules are applied, the source said. “Chairman Powell has left a mess on unresolved indecency complaints,” an FCC source said. After writing a record-setting number of fines last year, the FCC hasn't written a single notice of apparent liability this year. Clearing up the complaints would make it easier for responding stations to buy other stations and help move stalled license renewals, sources said. A complaint against a station will tie up those transactions until the complaint is resolved.
