FCC Advisor Advocates Universal Service Fund Reform

Federal Communications Commission Senior Advisor Carol Mattey told the National Telecommunications Cooperative Association that broadband is as important today as television and radio were in the last century.
She said:
1.The FCC should not be afraid to revisit the current regulatory regime;
2.Government must articulate a clear vision of its goal and a timeline for reaching it;
3.Universal Service Fund policy must be technology-neutral;
4.A shift must occur gradually; and
5.The plan must include flexibility so providers can adapt to a changing marketplace.
