Congress should consider helping spur development of trusted "identity providers" to assist consumers in managing their data in a manner that maximizes the privacy and security of the information.
Congress should consider creating a regime that provides insurance to these trusted intermediaries.
Congress could explore the creation of mechanisms similar to those used by the Federal Deposit Insurance Corporation (FDIC) to foster the emergence of trusted "identity providers" to secure and protect consumer data.
From the National Broadband Plan:
"While it is beyond the scope of this plan to address the details of how the legal landscape should be reformed, it is likely that revising the current Privacy Act to give consumers more control over their personal data and more confidence in the security of their personal data is a positive action Congress could take to improve the broadband ecosystem."
