The Federal Communications Commission should collect and publish more specific, quantifiable and standardized data about applicants' use of E-rate funds.

The FCC should modify the relevant FCC forms to determine more accurately how schools and libraries connect to the Internet, their precise levels of connectivity and how they use broadband.
