The Office of Management and Budget should accelerate technical actions to secure federal government networks.

The Federal Chief Information Officer (CIO) should accelerate technical steps to secure networks and better position the federal government to react swiftly to new attack vectors.

The Federal CIO should speed the implementation of Internet Protocol Version 6 throughout federal government computer networks as a step towards implementing Internet Protocol Security and computer security at the network level.

The Federal CIO should accelerate efforts to securing the Internet's routing system.
