The Executive Branch should clarify agency roles on the implementation and maintenance of a next-generation alert and warning system.

The Executive Branch through an interagency policy council or through a directive should take action by executive order, federal interagency policy committee or other formal means, to clarify the responsibilities of each federal agency in the implementation, maintenance and administration of next generation alerting systems.

This action should also set milestones, benchmarks and necessary actions for implementation and establish a system of accountability among the federal agencies responsible for emergency alerting.
