In Canada, Senators are calling on the federal government to create a minister of digital policy to spend billions of dollars expanding broadband access and create digital identification for every Canadian. The Senate's report, Plan For A Digital Canada, began as an investigation into the wireless industry but ended up with a call to roll out a digital development plan for the whole country.
