Speaking at the Minority Media and Technology Council's Broadband and Social Justice Summit, Federal Communications Commission Chairman Julius Genachowski said broadband is no longer a luxury, it's a necessity, especially for minority and low-income Americans. He said that his top priority will be providing more spectrum for increasing access to broadband services.
