A tentative agenda for the Federal Communications Commission's March meeting is due Feb 10 and sources say retransmission consent reform will be considered. A Notice of Proposed Rulemaking is expected to provide more guidance on what constitutes good-faith bargaining in those retransmission discussions, and perhaps identify specific practices that it would treat as violations of that congressional mandate.
