The lobbying battle between the cable and telecommunications sectors over video franchises is stoking allegations of a campaign funded by Bell companies. The Bells have donated to organizations that support their policy objectives, and many of the groups do not publicly identify their contributions from Bell companies. The cable industry and cable-funded groups are alleging an "astroturf" campaign of phony grassroots support -- although the cable industry appears to be emulating its rivals' tactics.
