FCC RELEASES LOCALISM RULES, PROPOSALS

The Federal Communications Commission on Thursday released new rules and proposed new regulations aimed at making TV stations more responsive to local communities. New disclosure rules require stations to file quarterly reports with the FCC detailing the amount and kinds of local programming they air using a standardized form. On the form, stations must list all programs in the following categories: national news, local news, local civic affairs, local electoral affairs, independently produced (non-network) programs, local programs with significant treatment of community issues, religious programs and programs for underserved communities. The FCC also wants a list of PSAs. The proposed rules would require TV stations to air a minimum amount of local programming and to set up community advisory boards and possibly take other steps to ascertain what audiences what to watch.
