Commissioner Michael Copps addressed the gathering and identified five key tasks for the Commission: 1) commit to an overall strategy for the DTV conversion, 2) do a better job of consumer education, 3) make sure broadcasters and their equipment are ready to go on February 17, 2009, 4) "run some tests in a few spots around the country before we get the whole country in a mess," and 5) make sure converter boxes pass through both analog and digital TV signals.
