Donna analyzed policy in the children’s television area. She coordinated Federal Trade Commission and Federal Communications Commission filings addressing unfair and deceptive advertising practices in programming for young children, including hidden commercials, host-selling, and the lack of a clear and distinct demarcation between commercials and programming to avoid confusion in a young audience. With passage of the 1990 Children’s Television Act, Lambert educated public interest groups on the constitutional and legal implications of the legislation and outlined what areas remain problematic with suggestions for possible future action. Donna went on to serve at the Federal Communications Commission as Special Counsel.
