Tom Wheeler’s tenure as Federal Communications Commission Chairman is at the halfway point. This is a good time to assess what he has accomplished and what is to come.

As the debate over Network Neutrality nears its climax with the Federal Communications Commission’s scheduled vote on February 26, there has been increasing attention on one relatively small sub-issue, so-called “zero rating” of certain mobile wireless digital services. Zero rating is currently the subject of intense debate in Europe as well, and has long been controversial in the developing world.

Congress and the FCC: An Uneasy Relationship

On October 30, the Wall Street Journal reported that the Federal Communications Commission is seriously considering reclassifying broadband into two distinct services: a retail one, in which consumers would pay broadband providers for Internet access; and a back-end one, in which broadband providers serve as the conduit for websites to distribute content.
