A panel discussion to explore a comprehensive framework for U.S. privacy legislation. The discussion will address both the opportunities and challenges associated with such legislation during a period where big data analytics are fueling the new economy and online consumer data is being manipulated and mined for undemocratic purposes.

The Internet Governance Forum USA (IGF-USA) is a multistakeholder effort to illuminate issues and cultivate constructive discussions about the future of the Internet. It provides a domestic forum in the US to engage civil society, government, technologists, research scientists, industry and academia, helping to create partnerships, coalitions and dialogues that demonstrate best practices and help move policy forward.

The hearing will examine the economic impact of 5G and the importance of American leadership to meet the growing consumer demand for reliable broadband services.

Witnesses:

Members will hear from current Federal Communications Commission commissioners regarding the FCC’s work to close the digital divide, support innovation and 5G, enhance public safety technologies and alerts, strengthen national security, and more.

By 2020, it is expected that there will be 20 billion Internet of Things (IoT) devices deployed around the globe. As more companies release internet-connected devices, it is the security flaws making headline news rather than the potential of these devices to transform our world for the better.

The event will feature a keynote address from Representative Mike Coffman (R-CO), who will discuss important specifics on congressional action moving forward.

The flow of data across the Atlantic continues to be at the center of economic, political, and diplomatic conversation between the United States and European Union. The U.S. recently adopted the CLOUD Act, which provides cross-border access to electronic evidence and allows international agreements governing such access. The EU is considering its negotiating position for such an agreement.

With each new data breach scandal and related increases in identify theft and online fraud, calls from both sides of the aisle grow louder for laws and regulations to protect consumers. But, often missing from these policy debates is agreement on what the details of such legislation and regulation should look like.

Witnesses

The workshop will include an introduction about the mission and work of the Federal Communications Commission and a presentation on the process for challenging areas initially deemed ineligible for universal service funding in the Mobility Fund Phase II (MF-II) reverse auction. There will also be presentations on other FCC proceedings and programs of Tribal interest, including overviews of the Universal Service Fund, the Tribal Radio Priority, and the Tribal Engagement Obligation.
