MAP demands FCC consider cost to public of granting new spectrum rights to broadcasters as part of the digital transition. Before granting broadcasters to increase their coverage using digital television distributed transmission system (DTS) technology, the FCC should complete its pending proceedings on public interest obligations for digital broadcasters and access by the public to broadcast "white spaces."
