Broadband Speed and Unemployment Rates: Data and Measurement Issues

We examine the effects of broadband speed on county unemployment rates in Tennessee. We merge the older National Broadband  Map dataset and the newer Federal Communications Commission dataset in lengthening our broadband access data over the period 2011-2015. Extending the dataset improves the precision of the estimates. Our panel regressions control for potential selection bias and reverse causality and show that broadband speed matters: unemployment rates are about 0.26 percentage points lower in counties with high speeds compared to counties with low speeds.

Building a Rural Library Hotspot Lending Program: Results from a One-Year Pilot

In today's society, individuals and households without reliable Internet connections are increasingly at risk of facing significant disadvantages. This article describes an Extension-led pilot project in Oklahoma centered on addressing this issue through the establishment of a hotspot lending program in four rural libraries. Through the program, libraries allow patrons to "check out the Internet" by providing cellular-based hotspots that connect to a user's smartphone, tablet, or laptop.

An evaluation of the Connected Nation broadband adoption program

Closing the digital divide and increasing broadband adoption within households and communities continues to be a target for government and nonprofit groups. While a large number of studies have examined policies and programs aimed at improving broadband infrastructure availability, little analysis to date has focused on evaluating efforts to increase adoption. One of the most well-known programs focused on adoption is Connected Nation, which partnered with 14 states to provide local curricula aimed at raising residential connection rates.

Understanding the trend to mobile-only internet connections: A decomposition analysis

A growing portion of internet users rely solely on mobile devices such as smartphones for their online access. The percentage of “mobile-only” households increased from 9% in 2011 to 20% in 2015, more than doubling in only four years. As this shift continues, it leads to the question of what factors are driving the rise in mobile-only adoption. Using nationally representative data, this study uses logistic regressions and a decomposition technique to understand the trend.

The FCC's Blurry Vision of Satellite Broadband

[Commentary] In Feb 2018, the Federal Communications Commission released its most recent Broadband Deployment Report, which bases its analysis on 2016 data delivered by all Internet providers. At first glance, improvements in broadband coverage are noticeable; a national summary of the accompanying map indicates that over 95 percent of all Americans now have access to the official broadband threshold (25 Mbps downstream and 3 Mbps upstream). The intuitive “fixed” technologies (DSL, Cable, Fiber) made up over 95% of all 25/3 entries in the 2014 and 2015 records.

At the Edges of the National Digital Platform

Libraries straddle the information needs of the 21st century. The wifi, computers and now mobile hotspots that some libraries provide their patrons are gateways to a broad, important, and sometimes essential information resources. The research summarized here examines how rural libraries negotiate telecommunications environments, and how mobile hotspots might extend libraries' digital significance in marginalized and often resource-poor regions.

The Internet has grown tremendously in terms of its centrality to information and entertainment resources of all sorts, but the ability to access the Internet in rural areas typically lags that experienced in urban areas. Not only are networks less available in rural areas, they also often are of lower quality and somewhat more expensive; even mobile phone-based data plans — assuming there are acceptable signals available — may be economically out of reach for people in these areas. With older, lower income and less digitally skilled populations typically living in rural areas, the role of the library and its freely available resources may be especially useful. This research examines libraries' experiences with providing free, mobile hotspot-based access to the Internet in rural areas of Maine and Kansas.

Estimating willingness-to-pay for broadband attributes among low-income consumers: Results from two FCC Lifeline pilot projects

Recent studies have confirmed that broadband adoption (as opposed to simply having access to broadband infrastructure) is positively linked with economic growth. In light of this, federal policy efforts have switched from focusing mainly on the provision of infrastructure to more explicit adoption-oriented efforts. One of those efforts was the Federal Communications Commission's Low-income Broadband Lifeline Pilot Projects, which ran from 2013 to 2014. The program worked with 14 private telecommunications firms to subsidize household broadband adoption for low-income households by providing discounted monthly and equipment costs. Low-income households are an important component of the broadband adoption puzzle: between 2003 and 2013, the adoption gap between low-income and high-income households actually increased by 5% points. This paper focuses on two specific FCC Broadband Lifeline Pilot projects that allowed consumers to make choices among different options, such as data allowance, speed, and wireless vs. wired connections. Conditional logit models are used to develop estimates of consumer's willingness-to-pay for specific broadband attributes. The results indicate that low-income consumers have a preference for smartphone connections (versus aircards) – and that this effect is even more pronounced for those households earning less than $20,000; that low-income consumers have a preference for wired connections (versus wireless); and that there is evidence that low-income consumers are willing to pay for an extra GB of data each month – but not for the speed of their connection.

Does Broadband Matter for Rural Entrepreneurs and Creative Class Employees?

Efforts to attract entrepreneurs and “creative class” workers have become important components of economic development strategies for rural communities. One commonly held perception is that broadband access is important for these types of employees; however, empirical research on the relationship between the two is generally lacking. This study uses county-level data from the continental US to estimate spatial and first-differenced regression models on the association between broadband and measures of entrepreneurship/creative-class employees in rural areas. The results suggest that high levels of broadband adoption may in fact serve to reduce the numbers of entrepreneurs and creative class employees in rural America. These findings serve as a reminder that broadband is not a panacea for all issues of importance to rural communities and provide evidence that there may be negative implications associated with efforts to increase levels of rural broadband access and adoption.
