Digital Equity Takes a Village
The digital equity task force needs help creating a map of digital inclusion assets in Indiana. Specifically, the task force is looking to map any organization or institution that offers digital inclusion programs or resources. These resources can include things such as public or free Wi-Fi, computers for public use, hotspot lending programs, device lending programs, device giveaway program, digital skills training programs, meeting space, or similar program opportunities.
Digital inclusion and parity: Implications for community development
This paper introduces the concept of digital parity – similar levels of connectivity, devices, and skills between groups – that can lead to more digital inclusive communities. Utilizing a household survey measuring digital inclusiveness and analysis of variance (ANOVA), findings suggest that there are different levels of digital inclusiveness between groups. Differences in internet use and benefits are larger between younger and older groups. There are also differences between urban and rural areas.
Digital Distress: What is it and who does it affect? Part 2.
Digital distress is defined here as census tracts (neighborhoods) that had a 1) high percentage of homes not subscribing to the internet or subscribing only through a cellular data plan and a 2) high percent of homes with no computing devices or relying only on mobile devices. This post takes a deeper look at the socioeconomic characteristics of these digitally distressed areas. The socioeconomic characteristics of those in digital distress denote a higher share of minorities, less educated, poorer, and younger residents.
