Network slicing and net neutrality
Whether network slicing complies with the net neutrality rules currently in force in Europe and previously applicable in the U.S. presents a key issue in the deployment of 5G. In many ways, both regimes frame the issues in a similar manner, with the exceptions for reasonable traffic management and specialised services likely to play the most important roles.
Municipal fiber in the United States: A financial assessment
Despite growing interest in broadband provided by municipally-owned and operated fiber-to-the-home networks, the academic literature has yet to undertake a systematic assessment of these projects' financial performance. To fill this gap, we utilize municipalities' official reports to offer an empirical evaluation of the financial performance of every municipal fiber project in the US operating in 2010 through 2019.

The European Union has embraced a heavy-handed regulatory scheme designed to allocate access to the existing network, while the US has emphasized private investment to expand network capacity. As the internet emerged and developed, the work of European regulators was guided by the legal system developed to govern traditional telephone service largely built with taxpayer funds. This approach presumed that significant parts of the phone network were likely to remain monopolies.
