The Federal Communications Commission proposes to add a new system of records, FCC/WCB–4, Consumer Challenge Process, to its inventory of records systems subject to the Privacy Act of 1974. The Consumer Challenge Process system of records contains personally identifiable information (PII) submitted by individuals, or third parties on behalf of individuals, needed to establish eligibility to challenge the accuracy of Participants’ submissions, provide sufficient information for Participants to respond to a challenge, and create accurate maps of Participant coverage or eligible locations.

On December 12, 2013, the Federal Communications Commission adopted a Notice of Proposed Rulemaking proposing to revise its rules governing mobile communications services aboard airborne aircraft, and to permit inflight voice and/or data services via mobile wireless frequencies subject to certain conditions. Based on the record in response to the FCC’s proposals, the FCC declines to pursue, and hereby closes, this rulemaking proceeding. The record is insufficient to determine any reasonable solution that would strike an appropriate balance of competing interests.

Phase I of the Rural Digital Opportunity Fund (Auction 904) is scheduled to commence on October 29, 2020. The Federal Communications Commission laid out its approach for determining the census blocks eligible for Phase I support and established a limited challenge process for parties to identify, in part, areas that had been awarded funding by a federal or state broadband subsidy to offer broadband service at 25/3 Mbps or better and for which funding has already been paid or a formal commitment has been executed.

Section 222 of the Communications Act of 1934 establishes the duty of telecommunications carriers to protect the confidentiality of its customers’ proprietary information. This Customer Proprietary Network Information (CPNI) includes personally identifiable information derived from a customer’s relationship with a provider of telecommunications services. These regulations impose safeguards to protect customers’ CPNI against unauthorized access and disclosure.

In 2016, the Federal Communications Commission issued a Notice of Apparent Liability for Forfeiture (NAL) to BellSouth Telecommunications (d/b/a AT&T Southeast) for apparently failing to charge two Florida school districts the lowest corresponding price for telecommunications services it provided under the E-Rate program.
