Two areas that I see as evolving and critical to the continued success of the satellite industry – spectrum access and public advocacy. The spectrum challenges we face are not limited to the satellite sector, and we have to think bigger in our interconnected spectrum economy. That’s why in October, President Trump directed the Secretary of Commerce, working through NTIA, to develop and implement a comprehensive, balanced and forward-looking National Spectrum Strategy.

[Speech] We’re working to ensure that the Internet is open, secure and providing the maximum benefits to the American people. But this administration also understands that we must connect all Americans to truly unlock the promise of the Internet. There are still too many people across the country that lack access to reliable, affordable broadband Internet service – a problem that’s particularly acute in rural America.

Governments around the world are finding that the old ways of ensuring national security, conducting law enforcement operations, and protecting the privacy rights of their citizens are being challenged by a medium that does not conform to borders or existing legal regimes. Indeed, the Internet and Jurisdiction Policy Network’s three workstreams hit at the heart of these challenges.

Let me lay out some of the priorities that I'll be pursuing over the next year at NTIA. For those of you who know me, you know that spectrum policy is a passion of mine, so it's no surprise that it will be a major focus this year. The next generation of wireless connectivity is poised to unlock fantastic innovations and life-changing technologies, and America has been leading the way when it comes to developing 5G. We must do everything we can this year and beyond to accelerate America's 5G leadership.

This is an exciting time to lead NTIA, which plays a vital role in many important areas of telecommunications, including managing federal spectrum use, promoting investments in broadband infrastructure, and developing policies that improve cybersecurity, Internet governance and more. There is much to celebrate when it comes to the Internet, but there are real problems we need to tackle. Many Americans, especially in rural areas, still can't access broadband at the speeds needed to meaningfully participate in the modern economy.
