By the authority vested in me as President by the Constitution and the laws of the United States of America, I hereby order a freeze on the hiring of Federal civilian employees, to be applied throughout the executive branch.  As part of this freeze, no Federal civilian position that is vacant at noon on January 20, 2025, may be filled, and no new position may be created except as otherwise provided for in this memorandum or other applicable law.

I have the unique constitutional responsibility for the national security of the United States, the conduct of foreign policy, and other vital executive functions.  To fulfill those responsibilities, I intend to consult with my advisors, including the heads of relevant departments and agencies on the national security concerns posed by TikTok, and to pursue a resolution that protects national security while saving a platform used by 170 million Americans.

This Executive Order establishes the Department of Government Efficiency to implement the President’s DOGE Agenda, by modernizing Federal technology and software to maximize governmental efficiency and productivity. The United States Digital Service is hereby publicly renamed as the United States DOGE Service (USDS) and shall be established in the Executive Office of the President. There shall be a USDS Administrator established in the Executive Office of the President who shall report to the White House Chief of Staff.

The Biden Administration forced illegal and immoral discrimination programs, going by the name “diversity, equity, and inclusion” (DEI), into virtually all aspects of the Federal Government, in areas ranging from airline safety to the military.

I hereby direct the following individuals to perform the functions and duties of the indicated positions in an acting capacity until the position is filled by appointment: Gary Washington, Department of Agriculture. Gary Washington was selected as the USDA Chief Information Officer (CIO) in February 2018. Formerly the CIO for the USDA Animal and Plant Health Inspection Service, Washington also has served as CIO and Director of the Information Technology Division for the USDA Natural Resources Conservation Service.

I hereby direct the following individuals to perform the functions and duties of the indicated positions in an acting capacity until the position is filled by appointment: Jeremy Pelter, Secretary of Commerce. Pelter currently serves as the Deputy Assistant Secretary for Administration, performing the non-exclusive functions and duties of the Chief Financial Officer and Assistant Secretary for Administration.

I hereby designate the following: Brendan Carr, Chairman of the Federal Communications Commission, and Andrew Ferguson, Chair of the Federal Trade Commission.

The transaction resulting in the acquisition by ByteDance of Musical.​ly, to the extent that Musical.​ly or any of its assets is used in furtherance or support of, or relating to, Musical.​ly’s activities in interstate commerce in the United States (“Musical.​ly in the United States”), is hereby prohibited, and ownership by ByteDance of any interest in Musical.​ly in the United States, whether effected directly or indirectly through ByteDance, or through ByteDance’s subsidiaries, affiliates, or Chinese shareholders, is also prohibited. In order to effectuate this order, not later than 90 da

President Donald Trump issued a pair of executive orders that will impose new limits on Chinese social-media apps TikTok and WeChat, effectively setting a 45-day deadline for an American company to purchase TikTok’s US operations. The orders bar people in the US or subject to US jurisdiction from transactions with the China-based owners of the apps, effective 45 days from Aug 6. That raises the possibility that US citizens would be prevented from downloading the apps in the Apple or Google app stores.
