Twenty senators penned a letter to the Federal Communications Commission urging the agency to improve access to local media on streaming platforms. Current law and FCC rules state that traditional cable and satellite networks must work directly with a local television station before broadcasting local news, sports, and other programming. However, linear streaming services over the internet are not required to negotiate directly with local television stations.

Launched in early 2023 in the Senate, the USF Working Group was established to evaluate and propose potential reforms to the USF, with the goal of developing a bipartisan forum to guide education, awareness, and policy-making.

We write concerning the Federal Communications Commission (FCC) Notice of Proposed Rulemaking Implementing the Infrastructure Investment and Jobs Act (IIJA) “Prevention and Elimination of Digital Discrimination” (Docket/RM 22-69). We urge you to take swift action to adopt final rules to facilitate equal access to broadband internet.  Congress intended Section 60506 to require internet service providers to end discrimination resulting from programs and policies that perpetuate systemic barriers for people of color and other underserved groups.

The Universal Service Fund Working Group seeks public comment on the future of the Universal Service Fund (USF). The goal of this working group is to create a bipartisan forum to guide education, awareness, and policy-making on the USF. The working group invited comments on ten questions related to money collected from telecommunications companies that is dedicated to fulfilling the goals of universal service.

A recent Government Accountability Office (GAO) report uncovered that “federal broadband efforts are fragmented and overlapping, with more than 100 programs administered by 15 agencies.” We request that GAO build upon this work and conduct an additional review of federal, state, and local broadband efforts to determine the effectiveness of each program.

Sen Ben Ray Luján (D-NM) and Rep Doris Matsui (D-CA) led Sens Jeff Merkley (D-OR), Martin Heinrich (D-NM), Ed Markey (D-MA), Richard Blumenthal (D-CT), and Amy Klobuchar (D-MN) to introduce the Digital Equity Foundation Act, legislation to establish a nonprofit foundation to leverage public and private investments to make progress closing the divide on digital equity, digital inclusion, and digital literacy.

Sens Ben Ray Luján (D-NM) and Cory Booker (D-NJ) introduced legislation to prohibit predatory data caps that force families to pay high costs and unnecessary fees to access high-speed broadband. As Americans’ need for data is increasing, pricing structures for broadband services must encourage participation in the digital economy, promote competition and innovation, and ensure investment in national broadband infrastructure is used to its highest capacity.

The Office of US Senator Ben Ray Luján (D-NM) hosted Federal Communications Commissioner Brendan Carr at the University of New Mexico (UNM) in Albuquerque for a roundtable discussion with the Connect New Mexico Council on investments for broadband and telecommunications made possible by the passage of the Infrastructure Investment and Jobs Act. Senator Luján fought to expand the Affordable Connectivity Benefit which makes broadband more affordable for 785,000 New Mexicans, in addition to at least $100 million that New Mexico is expected to receive for broadband buildout.

Sen Ben Ray Luján (D-NM) introduced the Protecting Americans from Dangerous Algorithms Act (S.3029) to hold large social media companies accountable for using computer algorithms that promote harmful and dangerous content that leads to offline violence.
