On May 30, ACA Connects President and CEO Grant Spellmeyer wrote to Assistant Secretary of Commerce for Communications and Information Alan Davidson to urge the National Telecommunications and Information Administration (NTIA) to make sure small and medium-sized wireline broadband providers have a fair opportunity to compete in the Broadband Equity, Access, and Deployment program (BEAD).

On May 31, Federal Communications Commission (FCC) Chairwoman Jessica Rosenworcel wrote to Congressional leaders to provide an update on the end of the Affordable Connectivity Program (ACP). Due to the expiration of funding, the FCC ended the ACP on May 31, 2024. Chairwoman Rosenworcel acknowledged some of the groups that will be impacted, including seniors, veterans, school-aged children, and Tribal households. The Chairwoman also detailed the steps the FCC has taken to help households adjust to the end of the ACP.

Western Governors encourage Congress and federal agencies to recognize that the current definition of broadband – 25/3 Mbps – does not correspond with the requisite download and upload speeds necessary to support many business, education, and health care applications that promote economic and community prosperity.

In light of changes in the way we all connect, it is time for an E-Rate program that supports the educational needs of students and library patrons and permits them to learn without limits.  In other words, under existing law, this program is set for an update that helps ensure those who count on school and library connections can use them no matter who they are, or where they go. We now seek to build on those lessons from the pandemic and modernize the E-Rate program.

On May 21, Shirley Bloomfield, CEO of NTCA—The Rural Broadband Association, sent a letter on behalf of the organization to National Telecommunications and Information Association (NTIA) Assistant Secretary Alan Davidson. The letter followed up on a discussion about the implementation of the Broadband, Equity, Access, and Deployment (BEAD) program.

Congresswoman Yvette Clarke (D-NY) led 121 of her colleagues in a bipartisan letter to Speaker of the House Mike Johnson (R-LA), House Minority Leader Hakeem Jeffries (D-NY), Senate Majority Leader Chuck Schumer (D-NY), and Senate Minority Leader Mitch McConnell (R-KY) urging them to include funding for the Affordable Connectivity Program in legislation to reauthorize the Federal Aviation Administration (FAA). “We write today to express our serious concern regarding the impending lapse of funding for the Affordable Connectivity Program (ACP).

On April 3, members of Congress wrote to Federal Communications Commission Chairwoman Jessica Rosenworcel and Commissioners Carr, Starks, Simington, and Gomez expressing concern about the proposal to ban bulk billing agreements in multi-tenant buildings. Specifically, they asked that the FCC reconsider the proposal since in 2010 the FCC found that bulk billing arrangements “predominately benefit consumers.” On May 3, Chairwoman Rosenworcel responded, explaining that the proposal was designed to protect consumers, and would allow them to opt-out of bulk billing arrangements.

In December 2023, members of Congress wrote to Federal Communications Commission Chairwoman Jessica Rosenworcel expressing concern that proposed data breach reporting requirements would violate the Congressional Review Act. On May 3, Chairwoman Rosenworcel responded and explained that the new requirements were a needed update, and consistent with the Congressional Review Act.
