Collecting data and opinions from our members is one of the best tools we have to really tell the story of rural America to policymakers and stakeholders in Washington, D.C. You may have seen that NTCA released the results of a member survey conducted to show how the potential disruption of Universal Service Fund (USF) support could affect rural consumers, broadband investment in rural America and the viability of existing rural broadband networks.

One in five U.S. students attends K-12 school in a rural district. The reduced economies of scale in those schools can result in limited funding, barriers to on-going professional training for teachers and other factors that implicate trickle-down impacts on student experiences. However, many schools are developing creative solutions to address their needs, relying on technology and innovative solutions.

The House of Representatives passed the Future Uses of Technology Upholding Reliable and Enhanced (FUTURE) Networks Act (H.R. 1513), legislation that directs the Federal Communications Commission to bring together industry leaders, public interest groups and government experts to establish a 6G Task Force. Specifically, the FUTURE Networks Act requires the FCC to establish a 6G Task Force comprised of industry, government, and public interest representatives to issue a report on:

The Public Service Department (PSD) announces the 2024 Mobile Wireless Drive Test: Public Input Survey. This survey allows Vermonters to highlight areas they know where Mobile Wireless Coverage is limited or unavailable, as they are the people who live, work, and drive in these areas every day. The survey includes the ability to enter a specific address or highlight a roadway with limited or unavailable service. The data collected from this survey will assist the Department in mapping the route for the upcoming 2024 Mobile Wireless Drive Test.

Vermont Community Broadband Board (VCBB) is proud to announce the start of a new Fiber Optic Apprenticeship Program in Vermont. The program puts participants to work right away, allowing them to learn on the job and earn a paycheck from the start. The Fiber Optic Apprenticeship Program is part of the Telecommunications Industry Registered Apprenticeship Program (TIRAP), a Department of Labor-registered apprenticeship program. VCBB is partnering with Wireless Infrastructure Association (WIA), TIRAP’s national sponsor, to bring the program to Vermont.

The Department of Commerce’s National Telecommunications and Information Administration (NTIA) has approved Nebraska’s Initial Proposal for the Broadband Equity, Access, and Deployment (BEAD) program, a cornerstone of the Biden-Harris Administration’s “Internet for All” initiative. This approval enables Nebraska to request access to funding and begin implementation of the BEAD program. Nebraska was allocated over $405 million to deploy or upgrade high-speed Internet networks to ensure that everyone has access to reliable, affordable, high-speed Internet service.  

The Federal Communications Commission announced a $13 million settlement with AT&T to resolve an Enforcement Bureau investigation into the company’s supply chain integrity and whether it failed to protect the information of AT&T customers in connection with a data breach of a vendor’s cloud environment. AT&T used the vendor to generate and host personalized video content, including billing and marketing videos, for AT&T customers.

The Federal Communications Commission announced the opening of the application window for the Schools and Libraries Cybersecurity Pilot Program. During the 45-day application filing window, which will run from September 17, 2024 to November 1, 2024, eligible schools and libraries can apply to participate in the three-year, $200 million pilot program.

Gov Kay Ivey (R-AL) has awarded nearly $42 million for “last-mile” high-speed internet projects in 23 Alabama counties. The latest Capital Projects Fund grants will cover 2,347 miles and provide broadband availability to more than 15,000 households, businesses and community anchor institutions in the state that currently do not have access to high-speed internet. In February 2024, Governor Ivey awarded $148.3 million in Capital Projects Fund grants for broadband accessibility in more than two-thirds of the state’s 67 counties. The grants awarded today are from the remaining funds.
