FCC Ensures Americans Can Access Zoom and WebEx During COVID-19 Crisis
The Federal Communications Commission issued a temporary waiver of its access arbitrage rules to Inteliquent, a telecommunications company that carries traffic for two of the nation’s largest conference calling providers, Zoom Video Communications and Cisco WebEx. Absent this waiver, the massive increase in conference calls made by American consumers using Zoom and WebEx to work and attend classes from home during the COVID-19 pandemic would likely result in Inteliquent being deemed an “access-stimulating” carrier under the FCC’s rules.
FCC Grants WISPs Temporary 5.9 GHz Spectrum Access for Rural Broadband
The Federal Communications Commission granted temporary spectrum access to 33 wireless Internet service providers serving 330 counties in 29 states to help them serve rural communities facing an increase in broadband needs during the COVID-19 pandemic. The Special Temporary Authority (STA) allows these companies to use the lower 45 megahertz of spectrum in the 5.9 GHz band for 60 days.
Comment Deadline Extended in Net Neutrality Proceeding
The Federal Communications Commission's Wireline Competition Bureau grants a 21-day extension of time for filing comments and reply comments on the Public Notice seeking to refresh the record in the Restoring Internet Freedom and Lifeline proceedings. With this 21-day extension, comments are due on April 20, 2020, and reply comments are due on May 20, 2020.
Community Use of E-Rate-Supported Wi-Fi is Permitted During Closures

FCC Acts to Support Telehealth and Remote Learning During Coronavirus
The Federal Communications Commission announced important changes to the Rural Health Care (RHC) and E-Rate programs that will make it easier for broadband providers to support telehealth and remote learning efforts during the coronavirus pandemic. Specifically, the FCC’s Wireline Competition Bureau has waived the gift rules until Sept 30, 2020 to enable service providers to offer, and RHC and E-Rate program participants to solicit and accept, improved connections or additional equipment for telemedicine or remote learning during the coronavirus outbreak.
FCC Waives Lifeline Rules to Help Keep Low-Income Consumers Connected
The Federal Communications Commission announced changes to the Lifeline program to assist program participants potentially affected by the disruptions caused by the coronavirus pandemic and aid community efforts to slow its spread. The FCC's Wireline Competition Bureau waived the Lifeline program’s recertification and reverification requirements for participating low-income consumers for 60 days.

The the proposed universal service contribution factor for the second quarter of 2020 will be 0.196 or 19.6 percent. Total Projected Collected Interstate and International End-User Telecommunications Revenues for Second Quarter 2020: $10.865132 billion.
FCC Authorizes $521K CAF II Auction Support for Tribal Provider in Idaho
The Federal Communications Commission authorized $521,000 in funding over ten years to expand broadband in Idaho’s Benewah County. With this tranche of FCC support, Tribal provider Red Spectrum Communications has committed to providing broadband at speeds of at least 25/3 Mbps to an estimated 185 unserved rural homes and businesses, some of which are in Tribal areas. This announcement brings the total Connect America Fund Phase II auction support for Idaho to $14,320,176 for 10,921 locations.
FCC Directs USAC to Extend E-Rate Application Filing Window for Funding Year 2020 Due to Potential Coronavirus Disruptions
To minimize potential disruptions caused by coronavirus disease 2019 (COVID-19), the Federal Communications Commission directs the Universal Service Administrative Company (USAC) to extend the deadline for E-Rate applicants to submit their Funding Year (FY) 2020 FCC Form 471 applications by an additional 35 days. E-Rate applicants will now have until Wednesday, April 29, 2020, at 11:59 p.m.
