Does the spirit of open networking embedded in the design philosophy of the Internet permit network operators to provide enhanced service tiers for a fee? This has been one of the central questions in the net neutrality debate in Congress since 2006. An open inquiry at the FCC seeks comment on this question, and a recent spate of stories in the media over FCC filings by Free Press, AT&T, and others highlights its contentious nature. Join us for a lively panel at ITIF to explore questions regarding the role of Differentiated Services and similar technologies in the design of the Internet, their status on the Internet of today, and the impact of such plans on future innovations.
