House Commerce Committee Chairman Henry Waxman's (D-CA) endorsement of broadband reclassification could represent a dramatic change in the network neutrality debate. The endorsement is dramatic because observers on all sides of the equation have questioned whether Federal Communications Commission Chairman Julius Genachowski would be bold enough to move on his own proposal.
