[Commentary] One of the glaring shortfalls during the 9/11 attacks — the fumbling attempt by federal agencies to communicate with one another in a crisis — remains stuck at ground zero. Five years after the government’s law enforcement and disaster agencies vowed to develop a unified wireless network to put the 81,000 federal agents in sync, a scathing inspector general’s report finds the plan fractured, disjointed and facing “high risk of failure.†The project is already 15 months behind schedule. But there’s an opportunity to get back on track as the deadline approaches for awarding a major management contract to spur progress. The crucial missing ingredient has become clear — a believable commitment from Homeland Security and Justice that the nation’s future security demands that they cease going their separate ways.
