Coronavirus State and Local Fiscal Recovery Funds -- Interim final rule
The Secretary of the Treasury is issuing this interim final rule to implement the Coronavirus State Fiscal Recovery Fund and the Coronavirus Local Fiscal Recovery Fund established under the American Rescue Plan Act. The funds may be used to make necessary investments in water, sewer, or broadband infrastructure. The interim final rule provides that eligible investments in broadband are those that are designed to provide services meeting adequate speeds and are provided to unserved and underserved households and businesses. Understanding that States, territories, localities, and Tribal governments have a wide range of varied broadband infrastructure needs, the interim final rule provides award recipients with flexibility to identify the specific locations within their communities to be served and to otherwise design the project. The provisions in this interim final rule are effective May 17, 2021. Even though the rule is in effect, Treasury is seeking public comment. Comments must be received on or before July 16, 2021.
