A major rewrite of the 1996 Telecommunications Act that would account for Internet-based technologies is far from passage, according lobbyists. And most of them felt that isn't a bad thing. There's a push for reform -- including deregulation of traditional telecom services, changes in the universal service fund for guaranteeing telephone service, pre-emption of state regulation of Internet telephony, and consideration of nationwide video franchises -- but nothing will be passed this year.
