The Democratic-controlled House passed legislation Friday that combines billions in aid to farmers with funds for low-income nutrition programs, defying a veto threat from President Bush over the bill's largesse to crop producers. The measure, which was passed on a 231-191 vote, includes provisions aimed at focusing rural development support for broadband telecom services in areas that do not already have sufficient service by existing broadband service providers. Among other things, the bill would require the Rural Utilities Service to prioritize broadband loan applications based on how many broadband service providers already have at least a 5% share of the potential market.
