Martin Urges Broadcast, Cable Channels To Take 'Responsibility' On Indecency

Broadcast and cable channels should assume more "corporate responsibility" to protect viewers from sexually graphic and gratuitously violent content on television, FCC Chairman Kevin Martin said last week. He suggested television affiliates, for example, should have more leeway to block network fare that they consider inappropriate for their communities. Among the ideas he supports is a "family tier" or some form of per channel offerings that would give pay-TV consumers more choice. Another approach, he said, is to give pay TV consumers "choice within [programming] packages" rather than forcing a handful of bundled tiers on all viewers. Finally, he said cable could adopt an indecency standard that would apply equally to all channels.
