At a New America Foundation Senate forum on June 1st, participants discussed how the upcoming auctions can bring new competitors into the broadband marketplace. At the event, New America released a Working Paper by economist Greg Rose showing that current FCC auction rules allow incumbent wireless providers to engage in "retaliatory bidding" and "blocking" to prevent the emergence of new national competitors. New America and the Public Interest Spectrum Coalition (PISC) filed comments in response to the FCC's Further Notice of Proposed Rulemaking on the upcoming 700 MHz spectrum auction. The comments urge the Commission to maximize competition for wireless broadband services by adopting rules such as "anonymous" bidding, incumbent exclusion, "open" (wholesale) access, and other mechanisms to encourage competitive entry.
