UNIVERSAL SERVICE FUND REFORM

On Wednesday, the Federal Communications Commission adopted new rules aimed at safeguarding the Universal Service Fund from waste, fraud, and abuse. The Commission: 1) fortified its debarment rule for parties convicted of criminal violations or found civilly liable in connection with acts arising from participation in any of the four universal service programs; 2) strengthens its oversight of the Universal Service Fund contributions and filing process by requiring timely filing and payment and increasing the penalties for late payments and late filing and 3) adopted performance measures to improve the management and administration of the program.
