[Commentary] If some areas end up with no winning bidder, does that mean the Federal Communications Commission's Connect America Fund Phase II auction is a failure? The answer is “No!” The FCC will need to look at the results of the Phase II auction to evaluate how universal service auctions are different in practice from spectrum auctions, and adjust accordingly, as necessary.

On the same day the Federal Communications Commission voted to repeal its 2015 network neutrality rules, the Walt Disney Company announced a deal to buy most of 21st Century Fox. The all-stock transaction is valued at roughly $52.4 billion. If approved, Disney would go from being “a juggernaut to being a megajuggernaut.” Disney hopes the acquisition of Fox’s sports and entertainment content will give it new market power in the growing online distribution market (streaming services). The FCC’s move is not unrelated.

[Commentary] Why are we talking about digital inclusion and equity now in a way that is different from, say, eight years ago? The obvious answer – very different presidential administrations – only touches the surface. Consumers are adopting digital tools like never before and, in some segments of the U.S., we’ve reached a “tech abundance” threshold that is driving a bottom-up interest in digital inclusion in many communities. Tech abundance doesn’t mean that everyone in society has adopted digital tools.

Acting FTC Chairman Maureen K. Ohlhausen -- The FCC’s action today restored the FTC’s ability to protect consumers and competition throughout the Internet ecosystem. The FTC is ready to resume its role as the cop on the broadband beat, where it has vigorously protected the privacy and security of consumer data and challenged broadband providers who failed to live up to their promises to consumers. 

On February 26, 2015, the Federal Communications Commission acted decisively to protect the rights of internet users to employ any legal applications, content, devices, and services of their choosing on the broadband networks they rely on. Today, the FCC’s Republican majority abandons those protections.

The Federal Communications Commission will vote to repeal its 2015 network neutrality rules during its December 14 meeting.
