Building on the Defeating the Digital Divide series, Kids First Chicago presents new findings from the 2022 American Community Survey (ACS) data, released in December 2023, and makes three key recommendations:

Our analysis of 2021 American Community Survey (ACS) data shows that the Chicago Connected program helped to more than halve the connectivity gap for Chicago’s school-age children — from roughly 110,000 children in 2018 to roughly 46,000 children by the end of 2021 (19% disconnected in 2018 vs. 8% in 2021). The number of disconnected adults was also reduced in 2021 by 2% (from 15% to 13%) which amounts to a reduction of nearly 30,000 adults in 2021 alone.

Defeating the Digital Divide: How Chicago Can Achieve True Digital Equity

Our recommendations for addressing the three prongs of digital inequity – connectivity, device ownership, and access to training – will require a community-led “all hands on deck” approach. Each recommendation will require commitment from the public sector – including the city of Chicago, the state of Illinois, and/or the federal government – as well as our city’s private sector and broader civic community. Community anchor institutions – both government institutions like CPS and Chicago Public Library (CPL) – as well as community-based nonprofits, will play a critical role.

Chicago Connected: A Year in Review

Launched in June 2020, the Chicago Connected program provided a bridge to learning for more than 64,000 Chicago Public Schools students who didn’t have the connectivity or speed to access their remote lessons from home. An inspiring commitment on the part of Chicago’s philanthropy, business, government and nonprofit sectors, Chicago Connected has been replicated in cities across the country and is the national model for bridging the urban digital divide.

Digital Equity in Education in the Coronavirus Era
