The National Telecommunications and Information Administration is committed to ensuring that the government’s use of this valuable resource is as efficient and effective as possible. But what does it mean to be an efficient user of spectrum? And how can future systems make better use of spectrum? NTIA’s research laboratory, the Institute for Telecommunications Sciences (ITS), digs into these questions in a new report providing a thorough survey of the history of spectrum efficiency.

Governments around the world are finding that the old ways of ensuring national security, conducting law enforcement operations, and protecting the privacy rights of their citizens are being challenged by a medium that does not conform to borders or existing legal regimes. Indeed, the Internet and Jurisdiction Policy Network’s three workstreams hit at the heart of these challenges.

The National Telecommunications and Information Administration (NTIA), in coordination with the Department of Defense (DOD) and other federal agencies, has identified 100 megahertz of spectrum for potential repurposing to spur commercial wireless innovation. This spectrum, the 3450-3550 MHz band, is in the mid-frequency range and could be a key asset in our nation's broadband spectrum inventory.  

As of September 30, 2017, only two BTOP infrastructure projects remained in active status: Los Angeles Regional Interoperable Communications System Authority (LA-RICS) and the Executive Office of the State of Mississippi (Mississippi). All remaining projects completed their project activities. NTIA continues to protect taxpayer investments by proactively engaging with these grant recipients to monitor project activities and grant compliance. Each quarter, the active BTOP recipients also report their financial and project performance.

For my time today, I'd like to lay out some of the National Telecommunications & Information Administration's early international policy priorities in the new Administration. We plan to be aggressive in advocating for US interests and values in our engagement across the globe, at the Internet Corporation for Assigned Names and Numbers (ICANN), the International Telecommunication Union and other fora.

Let me lay out some of the priorities that I'll be pursuing over the next year at NTIA. For those of you who know me, you know that spectrum policy is a passion of mine, so it's no surprise that it will be a major focus this year. The next generation of wireless connectivity is poised to unlock fantastic innovations and life-changing technologies, and America has been leading the way when it comes to developing 5G. We must do everything we can this year and beyond to accelerate America's 5G leadership.

This is an exciting time to lead NTIA, which plays a vital role in many important areas of telecommunications, including managing federal spectrum use, promoting investments in broadband infrastructure, and developing policies that improve cybersecurity, Internet governance and more. There is much to celebrate when it comes to the Internet, but there are real problems we need to tackle. Many Americans, especially in rural areas, still can't access broadband at the speeds needed to meaningfully participate in the modern economy.

Understanding the barriers to veterans' broadband access and adoption is the first step to reducing the challenges veterans face as they seek out job opportunities, affordable housing, vital health services and more. In advance of Veterans Day, NTIA conducted an analysis of its Digital Nation data to better understand the landscape of veterans' computer and internet use in America.  Since 1994, NTIA has partnered with the U.S. Census Bureau to survey Americans about their computer and Internet use.
