Senate Communications Subcommittee Chairman John Thune (R-SD) and Ranking Member Brian Schatz (D-HI) reintroduced the Streamlining the Rapid Evolution And Modernization of Leading-edge Infrastructure Necessary to Enhance Small Cell Deployment Act or STREAMLINE Small Cell Deployment Act. The legislation updates the Communications Act to better reflect developing technology and facilitate the rapid deployment of 5G networks to meet consumer demand by setting reasonable standards for public review of infrastructure siting while recognizing the unique challenges for small municipalities.

Sens Amy Klobuchar (D-MN) and Richard Blumenthal (D-CT) led a letter to Department of Justice (DOJ) Assistant Attorney General Makan Delrahim on potential political interference in the T-Mobile and Sprint merger investigations. Recent reports indicate that senior White House officials may be attempting to insert their views into the Antitrust Division’s investigation into the proposed merger of T-Mobile and Sprint.

Following Federal Communications Commission Chairman Ajit Pai’s statement indicating he will recommend approval of the proposed merger between T-Mobile and Sprint, Sens Tom Udall (D-NM), Amy Klobuchar (D-MN), Richard Blumenthal (D-CT), Elizabeth Warren (D-MA), Ed Markey (D-MA), and Cory Booker (D-NJ) called on the FCC and the Department of Justice to reject the merger and to open a 30-day public comment period on the proposal.

Sen Mike Lee (R-UT) introduced the Government Spectrum Valuation Act, a bill designed to estimate the value of electromagnetic spectrum assigned to each federal agency as a first step towards meeting the nations spectrum needs.

The United States 5G Leadership Act of 2019 legislation would establish US policy for the commercial deployment and security of fifth generation (5G) networks by creating the Supply Chain Security Trust Fund grant program. This program would help US communications providers remove from their networks Chinese equipment determined to threaten national security. The bill:

Sens Shelley Moore Capito (R-WV) and Maggie Hassan (D-NH) reintroduced the bipartisan Rural Reasonable and Comparable Wireless Access Act to help close the rural-urban digital divide and expand access to broadband in rural parts of West Virginia, New Hampshire, and across the country. The Act directs the Federal Communications Commission to establish a national standard for determining whether mobile and broadband services in rural areas are “reasonably comparable” to service provided in urban areas.

Sen Josh Hawley (R-MO) announced he will introduce the Do Not Track Act to give control over personal data back to users. The legislation: 

Senators Shelley Moore Capito (R-WV), Brian Schatz (D-HI), Jerry Moran (R-KS), and Jon Tester (D-MT) introduced the Broadband Data Improvement Act (BDIA), legislation to improve the accuracy of broadband coverage maps and better direct federal funds for broadband buildout. The bipartisan bill would require broadband providers to report data in a way that more accurately reflects locations they actually serve—a change from current reporting requirements.
