Illinois Broadband Tracker
As part of his $45 billion Rebuild Illinois investment strategy, Governor JB Pritzker (D-IL) launched a statewide initiative, Connect Illinois, in August 2019 to expand broadband access across the entire state. Connect Illinois includes a capital investment from Rebuild Illinois, the creation of a Broadband Advisory Council and Broadband Office, and a new program that will provide all Illinois public K-12 students access to high-speed broadband at no charge. The initiative also includes a $400 million broadband grant program and a $20 million capital program for the Illinois Century Network, a high-speed broadband network serving K-12 and higher education institutions, among others. Governor Pritzker also set the goals that by 2024, Illinois homes, businesses, and community anchor institutions throughout the state should have access to basic service of at least 25 Mbps download and 3 Mbps upload (25/3 Mbps), and that by 2028, all should have access to at least one provider offering 100/20 Mbps service. Connecting Minority Communities Pilot Program
Created by Congress in the Consolidated Appropriations Act, 2021, the Connecting Minority Communities Pilot Program helps Historically Black Colleges and Universities (HBCUs), Tribal Colleges and Universities (TCUs), and Minority-Serving Institutions (MSIs) purchase broadband internet access service and eligible equipment, and hire and train information technology personnel. Illinois institutions were awarded a total of $8,497,532 through the program.
Chicago State University won over $3.2 million for its Advancing Broadband Equity through Learning Intermediaries in the Neighborhoods of Chicago (ABELINC) project. Working with subrecipients Northeastern Illinois University (NEIU) and University of Illinois at Chicago (UIC), ABELINC will implement a Community Navigator program to address the digital inequity and exclusion among populations and in anchor communities that have endured historic segregation and disinvestment in Chicago neighborhoods.
Dominican University awarded over $2.5 million to support the Connecting Minds & Technology: Enhancing Cross-Campus Digital Literacy with Hands-on Initiatives (CMT) project which will enable the university to bring its broadband capacity up to a robust level and to be on course to a normal equipment replacement cycle. A recent comprehensive assessment found that DU’s broadband capabilities and classroom technology are at least seven years out of date. Students cannot access the technology tools and power available to more wealthy students.
St. Augustine College was awarded over $2.6 million to address digital inequities through investments in infrastructure, affordable broadband connections and devices, and digital literacy training. The project will help close the digital divide, spur economic development, and create opportunities for employment and entrepreneurship for communities of color and nontraditional populations experiencing barriers to digital inclusion.
The Broadband Equity, Access, and Deployment (BEAD) Program, provides $42.45 billion to expand high-speed internet access by funding planning, infrastructure deployment and adoption programs in all 50 states, Washington D.C., Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. Illinois will receive over $1.04 billion through BEAD.
On December 20, 2022, the U.S. Department of Commerce’s National Telecommunications and Information Administration (NTIA) announced that Illinois received its first “Internet for All” grants for deploying high-speed Internet networks and developing digital skills training programs. Illinois received $6,515,352.64 in funding to plan for the deployment and adoption of affordable, equitable, and reliable high-speed Internet service throughout the state. Illinois received $5 million to fund:
- Creation of five-year "Connect Illinois" action plan;
- Identification of unserved and underserved locations;
- Increasing capacity and staffing of Illinois' state broadband office;
- Surveys of underserved, unserved and underrepresented communities to better understand barriers to high-speed Internet adoption;
- Identification and elimination of digital equity gaps in alignment with the Digital Equity program.
The Digital Equity Act provides $2.75 billion to establish three grant programs to ensure that all people and communities have the skills, technology, and capacity needed to reap the full benefits of our digital economy. The first part of NTIA’s execution of the Digital Equity Act is to fund digital equity planning efforts. Illinois received $1,515,352.64 to fund various activities including:
- Creation of an Illinois state Digital Equity plan;
- Cohort-wide meetings and kick-off events;
- Data snapshots for each region and state on critical digital equity indicators;
- Digital navigator capacity and training systems;
- Data collection and sharing through the Illinois Broadband Lab collaboration -- such as annual broadband access mapping.
On December 20, 2022, the U.S. Department of the Treasury approved Illinois' plan to use its full allocation of Capital Projects Fund support ($253.7 million) for the Connect Illinois Broadband Grant program. Funds will be used to support the deployment of networks to areas lacking access to at least 100/20 Mbps wireline broadband service. Illinois will prioritize projects that demonstrate community support, deploy fiber-optic infrastructure, and provide affordable service and adoption assistance. The program is designed to provide internet service with speeds of 100/100 Mbps symmetrical to households and businesses upon project completion.
The Illinois Office of Broadband estimates that the Capital Projects Fund support will help connect 87,163—approximately 25 percent of all the locations still lacking high-speed internet access in the state. Supported networks will participate in the Federal Communications Commission's Affordable Connectivity Program which provides a $30/month subsidy for broadband service for low-income families.
