The Department of Commerce’s National Telecommunications and Information Administration (NTIA) has accepted Massachusetts’ Digital Equity plan. The Digital Equity Act, part of the Internet for All initiative and a key piece of President Biden’s Investing in America Agenda, provides $2.75 billion to establish three grant programs that promote digital equity and inclusion. The program aims to ensure that all people and communities have the skills, technology, and capacity needed to reap the full benefits of our digital economy.

The Massachusetts Broadband Institute (MBI) at MassTech announced the launch of the Residential Internet Retrofit Program, a $22 million statewide initiative to equip public and affordable housing units across the state with high-speed internet for current and future residents.

At least 13 states intend to undertake “nondeployment” projects as part of their funding under the $42.5-billion BEAD program, according to their initial proposals. The number of states that expect money left over after allocating funds for all unserved and underserved locations could be higher, and perhaps considerably so.

Massachusetts is at a pivotal moment to drive transformative change in digital equity. Through a once-in-a-generation federal funding investment, the Commonwealth has an unprecedented opportunity to achieve its strategic goals and unlock meaningful economic potential for all residents. In November 2023, the Massachusetts Broadband Institute (MBI) shared its Massachusetts State Digital Equity Plan for public comment. Public input is welcome through Friday, December 15, 2023. 

The Healey-Driscoll Administration and the Massachusetts Broadband Institute (MBI) at MassTech announced $20 million in new grants through the state’s Digital Equity Partnerships Program, which supports high-impact and scalable initiatives that reach residents most affected by the digital divide.

Massachusetts will become the fifth state in the nation to make prison and jail calls free. Gov. Maura Healey (D-MA) signed a bill that will go into effect December 1, 2023. The move is a victory for advocates and legislators who have sought to lessen the burden on prisoners communicating for years. In July 2023, the Massachusetts State Legislature passed a state budget that included a requirement for corrections officials to make phone calls free for incarcerated people, but Gov. Healey pushed back to give more time to implement the program.
