Seven network operators are slated to share millions of dollars in Nebraska broadband deployment funding through the state’s Universal Service Fund program. Awardees must file certain additional information, which must be approved by the state, before the awards will be finalized. If all awards are approved, deployments will be made to 1,258 locations. The program has a total budget of over $19 million in this round. The seven funding winners are:

The Department of Commerce’s National Telecommunications and Information Administration (NTIA) has approved Nebraska’s Initial Proposal for the Broadband Equity, Access, and Deployment (BEAD) program, a cornerstone of the Biden-Harris Administration’s “Internet for All” initiative. This approval enables Nebraska to request access to funding and begin implementation of the BEAD program. Nebraska was allocated over $405 million to deploy or upgrade high-speed Internet networks to ensure that everyone has access to reliable, affordable, high-speed Internet service.  

A 2023 survey of about 1450 Nebraskans who reported having internet access at home found significant variation across demographic groups in home internet experiences. Among those with internet access at home, the largest differences in internet dependability and speed are reported across those who live in a town or city compared to those who live on a farm or open country.

The Nebraska Public Service Commission (PSC) approved an Order awarding a second round of Capital Projects Fund (CPF) grants designed to bring broadband to unserved and underserved areas of the state. The PSC received 60 applications for funding during the second round.

As part of its ongoing network expansion, Great Plains Communications (GPC) announced network expansion to an additional 5,000+ homes and businesses in urban and rural Nebraska communities in 2024. The company recently completed projects and turned up fiber services including symmetrical Internet speeds up to 2 Gigabits per second to over 3,900 homes and businesses in Gretna, Papillion, Ralston and additional areas of their existing Kearney, Nebraska footprint. Additional urban Nebraska projects in progress include over 1,000 passings in LaVista, projected to be complete in Q3, 2024.

The Department of Agriculture (USDA) is partnering with rural cooperatives, local organizations and Tribes to support high-speed internet deployment in 11 states. USDA is awarding $5.2 million in cooperative agreements through the Broadband Technical Assistance Program, which is funded through the Infrastructure Investment and Jobs Act.

Utilizing a unique dataset of 296 mostly rural households in Nebraska, this study examines rural broadband satisfaction and the distribution of broadband types through two questions: Does reported household satisfaction with broadband connectivity differ with the access method? And how does the built environment influence the distribution of broadband technologies?

Great Plains Communications (GPC) has been awarded a total of $3.54M as one of the winning bids through the Nebraska Public Service Commission’s (PSC) 2024 Reverse Auction to expand broadband access to more than 1,100 households in unserved areas of Nebraska. GPC’s funding will assist in providing high-speed fiber broadband services to approximately 310 unserved households in rural areas of Columbus, Hebron, Kearney, Madison, Mead, Monroe, Nebraska City, Palmer, Seward and Superior, Nebraska.

The Department of Commerce’s National Telecommunications and Information Administration (NTIA) has accepted Nebraska’s Digital Equity plan. Using $598,746.00 from the State Digital Equity Planning Grant Program, Nebraska created a plan aimed at addressing disparities in digital access, skills and affordability across the state.

The Nebraska Public Service Commission (PSC) issued an Order awarding nearly $21 million to winning bids for broadband buildout to more than 1,100 unserved Nebraska households as a result of its 2024 Reverse Auction.
