The US Department of the Treasury announced the approval of more than $228 million for high-speed internet projects in New York under the American Rescue Plan’s Capital Projects Fund (CPF), which the state estimates will connect tens of thousands of homes and businesses to affordable, high-speed internet.

Governor Kathy Hochul (D-NY) announced that applications are now open for the $100 million Affordable Housing Connectivity Program, a partnership led by Empire State Development’s ConnectALL Office in consultation with New York State Homes and Community Renewal to design and install broadband infrastructure at 100,000 affordable housing units across New York State.

In November 2023, the Empire State Development’s ConnectALL Office released the draft New York State Digital Equity Plan and sought public comment on how New York will bridge the digital divide in the state.

The New York Public Library (NYPL) is looking to offer Internet services to low-income New Yorkers through a cutting-edge mix of fixed wireless access (FWA) and fiber. Garfield Swaby, VP of IT for NYPL, sees the organization as potentially offering a layer of telecommunications services alongside the Affordable Connectivity Program (ACP), which provides subsidies to low-income Americans to help them pay for telecommunications services. The COVID-19 pandemic, and its resulting shutdowns across New York City, sparked the project.

LinkNYC 5G kiosks are part of a citywide program to provide free high-speed internet and other services to people in the city. Stretching more than 30 feet in the air, the kiosks offer free Wi-Fi, free charging, nationwide phone service, and other digital services.

As Members of the New York delegation, we are writing to urge you to allocate $7 billion for the critical Affordable Connectivity Program (ACP) via a manager amendment when the fiscal year 2024 Financial Services and General Government appropriations bill is brought to the House floor or through any emergency supplemental appropriations package taken up by Congress.

Verizon is hiring 1,800 additional technicians to support its East Coast broadband expansion efforts in New York, New Jersey, Massachusetts, Rhode Island, Virginia, Pennsylvania, Maryland, Delaware and Washington (DC). Many of the targeted markets are rural and traditionally underserved communities, and so they qualify for funding from the American Rescue Plan Act.
