Biden-Harris Administration Approves Illinois, Oregon, and Puerto Rico’s “Internet for All” Initial Proposal

The Department of Commerce’s National Telecommunications and Information Administration (NTIA) has approved Illinois, Oregon, and Puerto Rico’s Initial Proposals for the Broadband Equity, Access, and Deployment (BEAD) program, a cornerstone of the Biden-Harris Administration’s “Internet for All” initiative. This approval enables Illinois, Oregon, and Puerto Rico to request access to funding and begin implementation of the BEAD program. Today’s action allows the entities to request access to:  

Puerto Rico receives $334 million for telecommunications resilience

After Puerto Rico obtained a $127 million disbursement from the Federal Communications Commission (FCC) to bring fixed connectivity to 100% of Puerto Rico's households, $334 million was added from the Broadband Equity, Access, and Development (BEAD) program, which will be used mainly for telecommunications resiliency.

Puerto Rico’s Digital Equity Plan Accepted

The Department of Commerce’s National Telecommunications and Information Administration (NTIA) has accepted Puerto Rico’s Digital Equity plan. The Digital Equity Act, part of the Internet for All initiative and a key piece of President Biden’s Investing in America Agenda, provides $2.75 billion to establish three grant programs that promote digital equity and inclusion.

Puerto Rico’s mountainous geography and experience with natural disasters play a role in the digital divide that leaves too many without the ability to access broadband internet. Widespread damage to the island’s existing telecommunications infrastructure as a result of recent natural disasters—such as Hurricanes Irma and Maria, Hurricane Fiona, the 2020 earthquakes, as well as the COVID-19 pandemic—highlighted the importance of reliable and affordable broadband access, particularly for remote work, online learning, telehealth services, and connecting with the government.

Puerto Rico Seeks Comment on its Digital Equity Plan and Initial Proposal Volume 1

Puerto Rico has released its Digital Equity Plan and Broadband Equity, Access and Deployment (BEAD) Program Initial Proposal Volume 1 for the input and comments of its citizens. The comment period is currently open until Sunday, October 15. Citizens can visit the website at the following link
