Is California’s New Privacy Law Right for the United States?
At the end of June, California enacted what has been billed as a comprehensive privacy law. By all accounts, it was a rush job, negotiated in a week behind closed doors in a desperate and successful attempt to keep Californians for Consumer Privacy Campaign Chairman Alaistair MacTaggart’s privacy initiative off the November ballot. As sometimes happens, the law’s proponents and a few reporters may have overhyped the legislation – both given its current contents and because many expect it to change before its effective date in January 2020.
By 2020, it is expected that there will be 20 billion Internet of Things (IoT) devices deployed around the globe. As more companies release internet-connected devices, it is the security flaws making headline news rather than the potential of these devices to transform our world for the better.
The event will feature a keynote address from Representative Mike Coffman (R-CO), who will discuss important specifics on congressional action moving forward.

Statement of Chairman Ajit Pai On Sinclair/Tribune Transaction
Based on a thorough review of the record, I have serious concerns about the Sinclair/Tribune transaction. The evidence we’ve received suggests that certain station divestitures that have been proposed to the FCC would allow Sinclair to control those stations in practice, even if not in name, in violation of the law. When the FCC confronts disputed issues like these, the Communications Act does not allow it to approve a transaction. Instead, the law requires the FCC to designate the transaction for a hearing in order to get to the bottom of those disputed issues.
The flow of data across the Atlantic continues to be at the center of economic, political, and diplomatic conversation between the United States and European Union. The U.S. recently adopted the CLOUD Act, which provides cross-border access to electronic evidence and allows international agreements governing such access. The EU is considering its negotiating position for such an agreement.
With each new data breach scandal and related increases in identify theft and online fraud, calls from both sides of the aisle grow louder for laws and regulations to protect consumers. But, often missing from these policy debates is agreement on what the details of such legislation and regulation should look like.
Why Congress Needs to Revive the Office of Technology Assessment
Congress is finally turning its attention to Silicon Valley, but to tackle these issues, congressfolk will first have to understand them. Which means it’s time to reboot the Office of Technology Assessment. The OTA was staffed with several hundred nonpartisan propellerheads who studied emerging science and tech. Every year they’d write numerous clear, detailed reports and they were on call to help any congressperson. It worked admirably. Its reports helped save money and lives. With a budget of only $20 million a year, the little agency had an outsize impact.
