American Rescue Plan Act (ARPA)

On December 1, 2022, the U.S. Treasury approved Missouri’s plan to dedicate all of its Capital Projects Fund allocation to extend the reach of broadband in the state. Agriculture is Missouri’s leading economic driver. Over 95,000 farms employ nearly 400,000 people, export more than $2.5 billion across the globe, and make economic contributions to the state of $88.4 billion. Missouri is second in the number of farms in the United States and ranks in the top 10 nationally for the production of eleven different agricultural products.

The Department of Treasury approved broadband projects in an additional six states under the American Rescue Plan’s Capital Projects Fund Florida, Georgia, Iowa, Minnesota, Missouri and Utah. Together, these states will use their funding to connect more than 180,000 homes and businesses to affordable, high-speed internet.

A look at how Tribal governments are using financial support through the American Rescue Plan Act (ARPA) to provide critical recovery assistance and improve the health and well-being of Tribal citizens. The $20 billion in ARPA State and Local Fiscal Recovery Funds (SLFRF) allocated to Tribal governments represents the largest single infusion of federal funding into Indian Country. The efforts highlighted reveal the vast and impressive reach SLFRF has had as a catalyst for recovery.

Broadband investment has been a focus for county officials since first receiving American Rescue Plan Act funding. What that might look like is coming into focus. Warren County's (PA) first foray into broadband was a solicitation for proposals for a $1 million Appalachian Regional Commission grant that would have expanded service with several volunteer fire stations as hubs. Two entities applied to work with the county on that project.

The pandemic spurred policymakers and community leaders around the country to create programs to connect those without home broadband service or computers. These programs have had an impact. New government data show sharp increases in broadband and computer adoption in the 2019-to-2021 time frame. Initiatives such as the Affordable Connectivity Program (ACP) have helped address “subscription vulnerability” for low-income households. With progress evident, it is time to extend and build on the ACP and local affordability programs.

The digital divide on Tribal lands includes broadband access, adoption, and application. On June 22, 2022, the Government Accountability Office (GAO) released an assessment of federal efforts to increase Tribal broadband internet connectivity in the U.S. In the report, the GAO observed that connectivity in Tribal nations still lags behind the United States significantly and that Tribal Nations need more resources to overcome barriers to sustainable broadband access, adoption and application on their lands.

The Federal Communications Commission is committing nearly $84 million in a new funding round through the Emergency Connectivity Program (ECP), which provides digital services for students in communities across the country.

Onondaga County (NY) has selected Verizon to deploy broadband in several communities in this Central New York area. With $11.1 million in funding provided as part of the American Rescue plan (ARPA) and a nearly $7 million dollar investment from Verizon, almost $18 million will be spent on bringing all-fiber, high-speed broadband services to over 1,500 locations in the county. Verizon’s bid was supported by the Communications Workers of America (CWA). Verizon will leverage its supplier relationships to meet the goals set by Onondaga County related to Minority/Women-owned Business Enterprises

State and territory broadband offices have dramatically increased in size over the past year as they deploy billions of dollars in economic recovery funds and start to manage a historic federal investment in broadband expansion.

Voters in Alabama approved a new state constitution as well as 10 amendments, one of which frees up the state and local governments to use stimulus funds from the 2021 American Rescue Plan Act (ARPA) to attract internet service providers in hopes of expanding broadband service. Amendment Two was passed alongside several other amendments concerning election laws, criminal justice, and taxation. The measures were all attached to a new state constitution replacing a document written in 1901.
