Federal Broadband Programs

A year ago, I urged us all to look beyond the $65 billion the Infrastructure Investment and Jobs Act sets aside for broadband and realize the importance of Congress’ recognition that access to affordable, reliable, high-speed broadband is essential to full participation in modern life in the United States. I still find this renewed and updated Congressional commitment to universal service to be astounding. We should continue to celebrate it—and continue the work that ensures this commitment becomes a reality.

Representatives from the Missouri Office of Broadband Development (OBD) are in an information-gathering stage with two main avenues of focus. One is locating areas of the state with little or no broadband infrastructure.

The latest round of the US Department of Agriculture's (USDA) ReConnect rural broadband funding program received three times as many applications as there is funding for, said Andy Berke, administrator of USDA’s Rural Utilities Service, which is responsible for awarding the funding. Round 4, the latest USDA ReConnect round, has a budget of $1.15 billion to cover some of the costs of deploying service to unserved or underserved rural areas. USDA began accepting applications for funding in early September.

On November 10, the Federal Communications Commission released a Notice of Funding Opportunity (NOFO), a formal announcement of the availability of grant funds to develop innovative outreach strategies to reach historically underserved and unserved communities, raise awareness of the Affordable Connectivity Program (ACP), and help eligible individuals enroll in the program. Here are highlights of the NOFO for organizations that are already doing ACP outreach or for those who may be considering it.

The Affordable Connectivity Outreach Grant Program (ACP Outreach Grant Program) is comprised of four complementary grant programs: 1) National Competitive Outreach Program (NCOP),  2) Tribal Competitive Outreach Program (TCOP),  3) Your Home, Your Internet (YHYI) Outreach Grants, and 4) Affordable Connectivity Program (ACP) Navigator Pilot Program (NPP) Outreach Grants.

The National Telecommunications and Information Administration expects to communicate Broadband Equity, Access, and Deployment allocation levels to eligible entities by June 30, 2023. The Biden-Harris Administration is required by law to allocate Broadband Equity, Access, and Deployment funds according to a formula derived from the map data. NTIA coordinates closely with the FCC to ensure that this data is accurate and reliable and will continue to do so. NTIA’s efforts to date include:  

The Federal Communications Commission has launched a database connection with the Veterans Benefits Administration, an agency of the U.S. Department of Veterans Affairs, to make it easier for veterans to sign up for the Affordable Connectivity Program (ACP) and Lifeline. The connection will enable automatic eligibility verification of Veterans receiving qualifying pension benefits.

In January 2020, under former Mayor Bill de Blasio (D-NY), New York City released an ambitious $2.1 billion plan for universal broadband across the city — the first effort of any large US city to strategize delivery of equitable internet access to all its residents. The proposal was to build a “neutral host” infrastructure that could be shared by multiple internet operators rather than a single company, increasing competition to the entrenched private companies that had failed to address New York’s digital divide.

Using American Rescue Plan Act (ARPA) funding, Massachusetts’ Executive Office of Housing & Economic Development, working in concert with the Mass Broadband Institute (MBI), launched two programs in September — Digital Equity Partnerships Program and Municipal Digital Equity Planning. “Digital inclusion really cuts across every aspect of society, whether its social connectivity, being able to get into the workforce and stay in the workforce, civic participation, health care access..., educational opportunities...

Governor Laura Kelly (D-KS) will award $15.7 million to seven service providers that will bring high-speed broadband service to underserved, economically distressed, and low-population areas of the state. This is the first of three rounds of awards from the Kansas Capital Project Funds (CPF) Broadband Grant Program. This phase of funding will connect more than 1,900 homes, businesses, schools, healthcare facilities, and other public institutions to fast, reliable internet in the next 24 months. This funding aims to solve the “last mile” of broadband needed in critical areas.
