Federal Broadband Programs

The US Department of Agriculture (USDA) is awarding $502 million in loans and grants to provide high-speed internet access for rural residents and businesses in 20 states. USDA is making investments through the third funding round of the ReConnect Program. USDA is making 32 awards in Alabama, Alaska, California, Colorado, Illinois, Iowa, Kansas, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, North Carolina, North Dakota, Oklahoma, Oregon, Tennessee, Texas, and Wyoming.

To provide schools and libraries with the digital services they need to expand remote learning, the Federal Communications Commission (FCC) has created the Emergency Connectivity Fund (ECF). To date, the ECF has doled out $7.171 billion. What libraries and schools are doing with the money will inherently vary depending on their individual needs. One library in Chicago Ridge, IL, however, recently detailed what it has done with its ECF money.

The Federal Communications Commission is committing nearly $55 million in new funding rounds through the Emergency Connectivity Program, which provides digital services for students in communities across the country.

Rural and Native communities in the US have long had lower rates of cellular and broadband connectivity than urban areas, where four out of every five Americans live. Outside the cities and suburbs, which occupy barely 3% of US land, reliable internet service can still be hard to come by.

Major federal broadband consumer subsidy programs that have been implemented, in the U.S. (the Lifeline, the Emergency Broadband Benefit (EBB), and the Affordable Connectivity Program (ACP)) are rebates administered through broadband providers. Yet, uptake in these programs among eligible households has been modest. Direct-to-consumer voucher subsidies have been widely applied to non-broadband social benefit programs such as the Supplemental Nutrition Assistance Program (SNAP), yet there is limited implementation for broadband.

The Federal Communications Commission’s existing broadband availability maps have been heavily criticized as inaccurate, especially for the purpose of distributing billions in subsidy dollars to extend broadband networks to unserved areas. In a rush to distribute the National Telecommunication and Information Administration's (NTIA's) Broadband Equity, Access and Deployment (BEAD) subsidy dollars, a few states have initiated their own mapping efforts and some advocates have proposed alternative mapping means using speed-test data to identify areas that lack adequate broadband.

In Fall 2022, states, territories, and the District of Columbia (DC) will receive Digital Equity Act (DEA) Planning Grant awards – and, with approximately a year to develop their state digital equity plan, they’ll start the process quickly. The Infrastructure Investment and Jobs Act requires states, territories and DC (or the administering entities) to engage with a variety of stakeholders in creating the plan, including community anchor institutions, county and municipal governments, local educational agencies, and nonprofit organizations.

The National Telecommunications and Information Administration (NTIA) released an update to the Federal Funding site, which serves as a comprehensive, “one-stop shop” of resources for potential applicants seeking federal broadband funding. The site includes broadband funding opportunities and information on more than 80 federal programs across 14 federal agencies.

Rep Andy Harris (R-MD) recently sent a letter to US Commerce Secretary Gina Raimondo regarding the National Telecommunications and Information Administration's (NTIA) requirements for its Infrastructure Investment and Jobs Act (IIJA) broadband programs. Specifically, the September 14, 2022 letter expresses concerns about the Letter of Credit (L/C) requirement included in the NTIA's Notices of Funding Opportunity (NOFOs) for the Broadband Equity, Access and Deployment (BEAD) Program and the Enabling Middle Mile (MM) Broadband Infrastructure Program.
